Elfort

Elfort:

Capitol city of the County of Ellegon

Located on the Ellaforth River, Castleton is a day’s travel to the south, Fordton two days to the north. Elfort is an old city, and it is rapidly outgrowing its city walls. Buildings are being pushed to three and four or even five stories high. The villages outside the walls are also growing larger than ever before. Still, the town is a wealthy one, and continues to grow. Population 8,200

Economics

The products for which Elfort is well-known originate in its agricultural surroundings. The craftsmen of the city produce vellum, linen and wool products of reliable quality for export. Many fine stonemasons live and work in Elfort. Elfort is also a major river port on the Kar. Many of the smaller villages and towns to the west come down the river to Elfort on their way to Marig. It is also the final port to which ocean-draft ships can navigate.

Taxes

Property: 9% per annum residential

Property: 5% per annum business

Hawking: 10% goods value

Bonding: 2% goods value per month

Pilotage: 35 pennies flat fee

Wharfage: l sp per foot per day

Registry: 50 sp per foot per annum

RELIGION: the inhabitants of Elfort tend to worship the good (or moral) deities. The same religious laws that pertain in the rest of Greenvale apply here. The worship of Aragh or Akali is punishable by a maximum penaity of death; banishment, however, is the common penalty when no other crimes are involved. The church of Elanora and St. Iylyria enjoys favoured positions (she is the most popular deity); it is exempt from taxation and often receives endowments from the Count.

CITY MAP INDEX

1. CAER ERYNROTH: The castle citadel of Count Timor the Master Greenwarden, his wife, his daughters and his nephew and niece in-law, Sir Trellig and Lady Frides of Ellegon. Sir Timor is rarely here, though his wife Margret and young daughters Elfearawyn and Gwytha are usually in residence. Half a dozen other siblings of Sir Trellig and of Sir Timor and cousins, uncles and extended family numbering in the dozens are also found in various positions around the castle and the town. Sir Trellig is technically Count Timor's heir as he has no son and his daughters are still underage, but it is likely that Margret and Timor will have more children, including a son, thus disinheriting Sir Trellig - this might lead to trouble, because while a decent person, Sir Trellig is very proud of his position as heir to the Countship, and is actually deeply in debt to several moneylenders based on this fact.

Located on the river, the citadel posesses a five story (54’) keep which also has a subterranean level of approximately the same area. It is highly defensible and boasts not only martial defenses, but arcane ones as well.

2. PALACE OF AELDELE

Sometimes called the Aleath Chancery, this building houses the council chambers of the city govemment, as well as the law courts and archives. The Palace of Aeldele was built during the time that Elfort was a city of the Second Miraborian Empire called Aleath. It was intended to house various imperial officials and organs of govemment, and its construction shows distinct signs of the Late Mirabori Imperial style of architecture. Since Elfort became a part of old Greenvale, the building has been the primary seat of the town's govemment.

Interior Layout: (see scanned maps)

CELLAR This is used as a storage area for the Royal mint. Various records, tools, and precious metals are stored here.

GROUND FLOOR (1) The Royal mint. There are seven engravers employed in the workshop. The offices are used by various clerks and assistants to the govemor of the mint. (2) The office of Sir Tobil Runder, the Govemor of the Royal mint. Sir Tobil holds Yorkyna manor from the countess. He is forty seven years old, and owes his appointment to his friendship with Sir Marik Hunvele, the elderly Chancellor of the Exchequer. He is a reasonably diligent, although unimaginative man. He has held the post for six years, and has managed to grow reasonably wealthy from his salary of 240 pence per month. He maintains a residence on Andasin Avenue in northern Elfort, and leaves the administration of his rural manor to his wife. (3) The Archives of Elfort. This library contains most records pertaining to the city, its history, and its administration. They are open to the public although permission must be obtained from Shemele of Losyle, the Keeper of the Archtves. (4) The office of Shemele of Losyle. She is a thirty eight year old priestess of Ta’lila. Shemele is an employee of the city council, and is paid a stipend of sixty pence a month.

SECOND FLOOR

1) The office of Larryl Pattyson, the chief clerk to the town council. Larryl is a diligent administrator and is responsible for organizing and implementing any of the council's decisions. 2 ) The council chamber. The Elfort council consists of a Mayor and twelve aldermen. They meet every tenday to conduct regular administrative business, and there is a special meeting every month at which time it functions as a court to hear appeals and cases too complicated to be dealt with by individual aldermen. 3) The office of Gurin of Pomada, the Mayor of Elfort for the past 13 years. One of the wealthiest clothiers in the city, Gurin leaves much of the administration of his business (see map key 50) to his son, a master clothier. He takes his responsibilities as Mayor very seriously, working extremely long hours. He is a highly efficient administrator. His judgement is widely respected, and his advice is often solicited. Countess Rebecca values him as one of her closest advisors on town and county matters. 4) These court rooms are used by individual aldermen when trying legal cases. The other chambers on this floor are for the use of various civic bureaucrats and officeholders.

3. VIOLET MANTLE PALACE OF ARMS; The official training school of the Violet Mantle Order of Heralds. It is here that all of Greenvale’s heralds are taught their art. Here too are housed the genealogical and other heraldic records of Greenvale. (copies are of course kept in Castleton and elsewhere). The palace has special status; even the King does not enter without an invitation. The title of this order lingers from Imperial times when there were at least three separate Heraldic Orders across the Empire.

4. BONDING HOUSE AND GRANARIES Administered by the bondmaster (a civic bureaucrat) whose task it is to collect hawking licenses and bonding fees .

5. PALACE OF THE MASKS Greenvale's largest indoor theatre. It is operated by the Company of the Mask, a chapter/company of the Thespians' Guild permanently headquartered in Elfort. Other trayelling companies perform here under various arrangements. The Company of the Mask specialises in historical drama (a popular theme locally) as well as comedic moral/religious allegory. There are several performances monthly. The company has the jealously guarded secret of limelight, and uses a crystal lens obtained from a deceased Elven glassworker: these treasures are well guarded.

6. Hall of All guilds: this building houses a council chamber, record halls and other important documents and offices of the Guild of All Guilds, and acts as a hostel for visiting members as well.

7. MERCANTYLERS' HALL; the Elfort headquarters and commodities exchange of the Mercantylers' Guild - strictly members only. The hall is administered by freemaster mercantyler, Chaiso of Afkai.

8. House of Ivorr. A donation-supported hostel and residence for members of Greenvale’s most esoteric association. Various wielders of arcane power, enchanters, diviners and the like, live here permanently with or without apprentices. Few of the members of this "guild" concern themselves with mundane matters; the hall is administered by a very minor alchemist known as Renadagha. He is robust and cheerful and was an innkeper before entering the Guild of Arcane Lore. His present occupation is considerably more challenging and dangerous.

This is one of three major houses of Ivorr in Greenvale. The other two are in Marig and Castleton. Records in the House archives suggest that one of the founders of this location was Selest, the enigmatic wife of Elos Mestil, the "lost prince" of the kingdom of Elfortia which may or may not have existed for a time after the fall of the Second Miraborian Empire. In the last decades there has been a tendency towards specialization in the Elfort House. Whether by accident or design, five of the eight resident masters are enchanters and the House enjoys a steadily growlng reputation as a center of learning for that art.

CELLAR (1) The house archives.

GROUND FLOOR The common room is the scene of frequent discussion among students. There are 3-5 apprentices at any given time here.

SECOND FLOOR (1) Masters' chambers. (2) Apprentices' chambers (3) The chamber of Renedagha, the seneschal of the chantry. A former innkeeper, he entered training eleven years ago to study alchemy. He proved to be a mediocre student, and when the position of seneschal became vacant three years ago hc selzed the opportunity. He administers the kitchen and day to day activities of the House.

THIRD FLOOR (1) Masters' chambers (2) Apprentices' chambers (3) The chamber of Kolege of Osforn, the most recently arrived master. Kolege hails from Dourdorn. Kolege came to Elfort to pursue an obscure line of research regarding the retardation of the aging process. A morose and solitary man, he takes no apprentices and seldom speaks to his colleagues.

9. PILOTS' GUILD This chapter of the Pilot’s Guild is one of Greenvale's most important, exceeded only by those of Marig and Newport. The upper floors hold rooms for visiting pilots and apprentices. The library holds charts for most of Miraboria, Mistland and the Southern Isles. Many Elfort-based pilots keep valuables, including copies of their rutters, here. Note that all seagoing craft which navigate the Kar River are required to carry a river pilot who is a registered member of the Pilot’s Guild.

10. GUILDHALL OF THE Old Guild of Thieves

The Elfort chapter of the thieves' guild is one of the poorest in Greenvale, due to the abnormally high standard of law-enforcement in the city. The local authorities even raid and break up the Guild's headquarters from time to time, forcing them to move every few years, most recently less than a year ago. The guildmaster of the Elfort Guild is Tamys of Rusyln. Fifty three years old, Tamys is a sour, ulcer ridden man with only tenuous control over his gang. He has control of two pursecutting rings and operates a small protection racket among the beggars and unguilded merchants of the clty. Tamys fears that the civic authorities are planning another raid on his establishment. The capture of one of his lieutenants, Jaryk of Dalgen a few weeks ago is the primary source of this worry. Jaryk was arrested for possession of Fanosel, a proscribed narcotic drug. From the outside this building seems to be a normal tenement. Persons wishing more information on the operation and organization of the Thieves guild must SEE ME.

CELLAR; The trapdoor in the northeast corner leads to a sewer. This access is commonly used by thieves entering or leaving the house. Unlike Marig, Elfort does not have a labyrinth of tunnels beneath its surface. Those few that exist, however, are well known to the thieves’ guild.

FIRST FLOOR (1) These stairs lead to the "false" second floor. The real entrance is the mechanlcally hidden secret door to the east of the stairs. (2) Thls dormitory is for the use of "apprentices". There are normally at least two apprentices on guard at all times. (3) The common room is where guild members eat and meet to plan major operations. (4) These chambers are for the use of "journeymen".

SECOND FLOOR; (1) These chambers appear to be reasonably normal tenement rooms. Apprentices are occasionally assigned to sleep here, particuiarly if there are fears that the building might be searched. (2) The chamber of Tamys of Rusyln.

11. HOUSE OF THE HARBORMASTER; The official residence of the Elfort pilot, his apprentice and clerks. All the comings and goings of cargo and passenger vessels are coordinated here. Fees, licences and bookings may be arranged for here. The harbormaster and Ferrymaster work closely together, but do NOT get along well at all.

12 . SEAMANS' GUILD

The upper floors of this building serve as a hostel for visiting seamen. The hiring hall on the ground floor is usually occupied by unemployed sailors who are seeking a ship.

13. Alash SQUARE The Elfort market is open until noon, every day but holidays.

14. Ellaforth SQUARE The Elfort fishmarket, open from dawn to dusk. Fishermen pay a tax of 5% of their catch to the city for use of this space.

15. THE VILLAGE OF MORIEN: An independant (non-manorial) village of semi-urban poor. Some of the residents have vegetable plots, and the community farms two large arable fields, parts of which are visible to the north and northeast. This village is self ruled.

16. THE VILLAGE OF KURIL: A growing village of semi-urban poor. Only the eastern (poorer) part of the settlement is shown; the vlllagers further west have vegetable plots and small meadowlands. Kurnil is under the jurisdiction of the government of Elfort and most of the villagers try to find work in the city.

17. VILLAGE OF AFAL: A village of poor mostly urban laborers. Most of the residents have a mixed income from vegetable plots, sheep farming, and labour in town. Like Kuril it is under the government of and considered to be a part of Elfort.

18. VILLAGE OF ARSONET: the residents are about half fishing folk and half urban labourers. Some of the villagers keep livestock and in the eastern half (off map) some have vegetable plots. There are a few slightly wealthier small merchants who choose to live outside city walls here. This village is not part of Elfort, but instead has its own liege - Sir Bethear of Arsonet, who owes his fealty to the Count. Sir Bethear has a manor house in this village and dwells here most of the year.

19. TEMPLE OF Khuru Aba; The Elfort temple of the clerical Order of the Silken Voice . Khuru Aba does not have a large number of adherents in Elfort but most of the tithe paying congregation are wealthy.

20. TEMPLE OF Kehret: The most popular church among Greenvale’s nobles, including the royal House of Elox. The temple has its own stables, bonded ostler, weaponcrafter, and a chapter house for its fighting-order, the Checkered Shield. The head of the fighting order here is a Templar.

21. TEMPLE OF St Iylyria; Elfort headquarters of the (female and celibate) Order of the Balm of Joy. The outbuildings are infirmaries open to women only. This is more a nunnery than a house of worship; lay-followers generally frequent the temple across the street.

22. TEMPLE OF Elanora: The chief house of the (male and celibate) Irreproachable Order. The eastern outbuilding is a "hospital" for men.

23. TEMPLE OF Centarius; The Elfort headquarters of the clerical order that stresses the serious, "legalistic" aspect of the deity - as binder and keeper of oaths and contracts. The temple houses moderately large archives which are not open to the public.

24.THE SWORD & SCEPTRE - Holser of Marig

Size: 7 Quality: *** Prices: average Tavern

The Sword and Sceptre is similar to hundreds of inns scattered throughout Greenvale. The building's outer walls are made of cut stone while most of the interior partitions are daub and wattle. The ground floor is taken up by a common room and kitchen. The cellar is smaller than the main floor and houses food and drink stores and the innkeeper's apprentices. Not all apprentices are as well provided for as this. Journeymen and female help, when they are employed, will be housed in one of the upper guest rooms. The second floor has mostly guest rooms; the master resides here too. The third floor is entirely given to guest rooms. It is somewhat smaller than the main floor and has most of the better rooms.

Ostler

Freemaster ostler Jerew owns and operates a stable adjoining the inn to the northwest. He and any journeymen he may be employing reside on the ground floor where the stalls, forge and tack room are located. His apprentices are housed in the hay loft on the second floor. The building is constructed almost entirely of daub and wattle with a few wooden posts for support.

Note: Not all taverns have a stable or ostler attached. Since the use of horses is generally confined to gentlefolk, only inns wishing to cater to the nobility (and the few others who can afford horses) have such facilities. Because very few persons can hope to enjoy the privilege of riding within city walls, urban tavern/ostler partnerships are generally located close to a gate. In outlying districts, where most of a tavern's clientele will be travellers, inns usually have an ostler attached.

25. THE SUNSET INN (Urso Bardenas)

Size: 5 Quality *** Prices: average

Freemaster ostler Rados of Heb. Urso is a huge (6'6", 255 lbs.) man who is remarkably free of anything resembling a sense of humour. He has been known to unceremoniously eject customers for the slightest breaches of "the inn's peace". Despite this, the inn is popular with market-going villagers, as well as local guildsmen and seafarers. He serves a good, heady ale.

26. THE FIVE PENNIES (Pethis Ajarsen) Size: 6 Quality: ***** Prices: high + Freemaster ostler Leben Ajarsen (a cousin of th owner). Pethis caters to the "elite". His clientele are guildsmen and a few nobles, those wishing to sample the fine and expensive wines of the Southern Isles

He has also worked as far afield as Marig, where he supervised the buildlng of a tower on the bailey wall, and at Peterton, where he is consulting with the local mason, Doli Pelgan, on the building of the city wall. Orsin is regarded as one of the foremost experts on fortifications in eastern Greenvale.

39. CHANDLER (Fesel of Pasyna)

Size: 4 Quality: *** Prices: average

Uthena is forty three. Her husband, who also holds master's papers in the Perfumers' Guild, is a hopeless drunkard, and has little to do with the business except to drink up what money Uthena lets him have. Uthena is also the Guildmaster of the Elfort guild. A small chapter, the membershlp theoretically includes all perfumers in the County. Due to communication difficulties, however, the few members outside of the city are virtually independent.

42. WEAPONCRAFTER (Tebel of Lonn)

Size: 3 Quality: ~ Prices: average Specialty: poled weapons and mail. Tebel has a standing contract with the Constable of Caer Erynroth and Earl Ranald Milaka, the Sheril~ of Eryna, to supply pole weapons to the city and shire militia. Not surpsisingly, this has made him a wealthy man. He also makes mall armour. Thls must be custom ordered, and may take several months to make, depending on various factors. Tebel has been an alderman of Elfort for nine years. He takes this responsibility seriously and is one of the most conscientious members of the town council.

43 . TIMBERWRIGHTS' GUILD: A hostel for visiting masters, and a warehouse. This is primarily a hostel and soclal club for members. These are kept on consignrnent for various masters.

44 . POTTER (Olos of Emyn)

Size: 3 Quality: *** Prices: average

This is the Elfort headquarters of the powerful Guild of Millers and Millwrights, most of whose activities take place in the countryside. Urdel imports most of the flour he uses, but also has an ox mill in the nearby village of Afael. The premises are owned by the guild itself to which Urdel is (technically) bonded.
