County SeawallSouth of old Greenvale on the coast, this woodland county was ruled by Count Alharvon, vice-admiral of the Navy. Count Alharvon was a proud but fair man, who had a love of show and pomp but was essentially a good ruler. He kept even the smallest details of his County under scrutiny. Five years ago, he was accused of treason, arrested and thrown into prison. He has been tried and convicted, but never sentenced. He lives at the mercy of Prince Starbow, imprisoned in Castleton. Currently Sir Math, Regent of County Seawall, rules here. Total population of the county is 475,000. 

Newport is the county seat, base of the fleet of naval vessels, and a prosperous mercantile center. It boasts a rapidly growing population of well-to-do citizenry. It also supports a major Greenvale Patrol Fort. Pop 9,000.
Saltmarsh is a small but prosperous fishing community on the Dorian Bay near the mouth of the Silverwater. A ferry runs across the bay to Jewelflower, and a major route runs to Laigladen via Southgate from this town. Population is just under 4,000.
Southgate is the southernmost town in Greenvale, located on two major trade routes - overland and by sea to Laigladen and Miran. This bustling mercantile town is rough and rugged, constantly growing, and a source of much adventuring activity. The town has almost doubled its population in the last ten years. Population 12,500.
Other small towns are Jewelflower and Edgeton. Neither has a population exceeding 2,000.
The county is divided into six baronies, each one of which is supported by one of the major towns. The barony of Newshore, centered on Newport, is Sir Math's own barony. It is the largest of the six baronies, and the wealthiest. Jewelflower is the seat of the smallest barony, and Southgate is next smallest, but is the second wealthiest, because of the brisk trade in that town. Saltmarsh Barony is the second largest, but only third wealthiest. The other two baronies are in the far north and south of the county, respectively, and are seated in relatively small communities, hardly more than large villages.
Since the war, things in Seawall County have not gone particularly well. Sir Math has cracked down on theivery, smuggling and banditry, which were not enormous problems under Count Alharvon, but seemed to grow during the war year. At first, this was accepted by the local residents as a good thing. But Math's methods seem heavy-handed, and at the same time, somewhat ineffectual. He has hired dwarvish mercenaries from Harothar to patrol, has restricted the private ownership and use of weapons, even for hunting, and has imposed road inspections, tolls and other rules designed to restrict movement and keep tabs on people.
At the same time, banditry seems to be almost out of control. Travelers rarely travel more than a few hours or a day without being attacked, smuggled goods are seized almost daily on the docks of Southport and Newport, and burglaries have become commonplace.
Sir Math accuses his southern neighbors, the Baronies of Pintar's Keep and of Eldon of harboring and aiding these criminals, and since many of the raids occur on the southern border, most folk agree that this is true. Of course, the Barons of these lands deny any wrongdoing. Conditions between the Baronies and Greenvale have deteriorated nearly to the point of standoff at this time.
Sir Math has also recently entered into a border dispute with County Kanass. Math claims that his southern border is far enough west to touch upon the tip of Lake Ilyria, thus giving him access to the Barony of Greenlake, and to shipping across the Lake. Count Elledar of Kanass disputes this, insisting that Seawall's border has always been some 2-3 miles east of the tip of Lake Ilyria, giving them no lake access at all. |
